Sub: Electronic issue of Transit Pass (Form VAT-406) under Orissa VALUE Added Tax Rules, 2005

The Commercial Tax Department, Government of Orissa is committed to provide various e-Services to facilitate trade and business.

Presently vehicles carrying goods intending to transit through the State of Orissa are required to report to the Officer-in-charge of the entry check gate and obtain a transit pass in Form VAT – 406 (in triplicate) issued by the officer and proceed to transit through the State to the exit check gate as mentioned in the transit pass. At the exit check gate, the driver or the person-in-charge of the vehicle is required to deposit the transit pass with the officer-in-charge of the exit check gate. In order to provide better services to the transporters / vehicle owners / courier – cargo operators, the Department has decided to issue transit pass electronically. Hence, this notification is issued for electronic issue of Transit Pass (Form VAT-406).

In exercise of powers conferred under sub-rule 2(a) of Rule 83 of the Orissa Value Added Tax Rules, 2005, the undersigned hereby notifies for information of all concerned that the Transit Pass in Form VAT-406 can now be generated electronically through the portal of the Department "orissatax.gov.in" in the following manner and subject to such conditions, with effect from the date of issue of this Notification.

1. A vehicle carrying goods intending to transit through the State of Orissa can log in to the Department's website "orissatax.gov.in" and click on the "Transit Pass" link on the portal and proceed to submit requisition for Transit Pass (Form VAT-406) following the instructions and procedures contained in the said website.

2. No log in or password is required to avail the facility of generating e-Transit Pass from the Commercial Tax Department's portal.

3. After entering the details in Part-I of the requisition form, he shall declare that the goods under transport shall not be unloaded, delivered or sold within the State and click on "Confirm & Print" to generate the e-Transit Pass.

4. After submission of filled in requisition form, an electronic Transit Pass will be generated with a unique number which can be printed for use. This Transit Pass will contain the details of the vehicle, consignor, consignee details, date and time of entry to the State and exit from the State through specified check gates.

5. The details of e-Transit Pass i.e. details relating to commodity, vehicle number, entry and exit check gates etc., can be changed by the user through the portal only before the e-Transit Pass is confirmed and printed. If the e-transit Pass has been confirmed and printed by the user and the details need to be changed, the user may cancel the said e-Transit Pass and generate a new e-Transit Pass.

6. e-Transit Pass is not transferrable.

7. The person or driver in charge of goods vehicle shall produce the e-Transit Pass before the specified entry check gate officials who will verify the genuineness of the e-Transit Pass and pass the vehicle.

8. The person or driver in charge of goods vehicle while passing through the specified exit check gate shall again show the e-Transit Pass to the concerned Sales Tax Officials of the exit check gate in order to close the e-Transit Pass.

9. The facility of utilisation of electronic Transit Pass (Form VAT-406) is available for vehicles entering and exiting the State through the five computerized check gates viz.Jamsolaghat in Mayurbhanj District, Laxman Nath Road in Balasore District, Girisola in Ganjam District, Luhurachati in Bargarh District and Biramitrapur in Sundargarh District, only.

10. Since, Government of Orissa has temporarily suspended the operation of the out barrier of Girisola Check-gate in the district of Ganjam, the driver or person-in-charge of the vehicle carrying goods covered by the e-Transit Pass to exit the State through unified check gate, Girisola should voluntarily surrender the e-Transit Pass in the O/o the ACCT, Unified Check Gate, Girisola for closure of the same.

11. In case an e-Transit Pass cannot be used after generation from the Commercial Tax Department's portal, it can be cancelled by the user through the portal itself. However, once an e-Transit Pass has been entered at the specified entry check gate, it cannot be cancelled and it can only be closed at the specified exit check gate.

12. If any authorized Officer of the Department demands production of the e-Transit Pass during transit, the driver or person-in-charge of the vehicle is required to produce the same.

13. In case a vehicle does not report within 2 (Two) weeks from the declared date of reporting at the declared entry check gate, the e-Transit Pass generated from the Department's portal for that vehicle will be deemed to be cancelled and the driver or person-in-charge will be required to generate a new e-Transit Pass for that particular movement.
