Where a registered dealer purchasing the goods demands from the registered dealer selling the goods to him declaration in Form 12B for the purpose of seeking refund under rule 76, the registered dealer selling the goods shall issue in his own stationery the declaration in Form 12B duly filled in and signed by him to the purchasing dealer and retain the counterfoil of the said Form 12B.
